New spatial levels: health regions and metro areas

Along with the current levels: UF, região geográfica, regiãopor padrão de circulação, include:

• Health regions (Regionais de saúde)
• Metro areas (Regiões metropolitanas).

For those two, by cliclink on the corresponding UF, zoom in to show the health/metro regions of the corresponding states, which will then be used as filter for datasets in each panel, just as the UFs are currently used to filter data.
Alternative selection process are welcome.
