[SuperEditor][SuperReader][Scrolling] - Update custom deferring scroll config to wrap a parent

Recently we introduced a scroll behavior that zero's out a gesture when a trackpad or scroll wheel has scrolling ownership.

Update this scroll behavior so that it wraps an optional parent so that the incoming configuration is retained when ownership doesn't exist.
