Allow turning off flashlight brightness level adjustment on supported

Some devices may misreport their supported flashlight brightness levels. When setting the flashlight brightness levels on these devices, Omni may crash. 

Omni should not crash when an error caused by changing the flashlight brightness level occurs. An option to turn off flashlight brightness level adjustment on these devices should be added.
