FIP: Off-chain anti sybil signals

Proposal to include off-chain anti sybil evidence in the token emissions customer weighting.

Signals may include simple uniqunes of ipv4 address, email, apple device id, or oAuth account ( twitter, linkedin etc.) similar to gitcoin passport [1] [2]. It could include a web2 purchase /on-ramp papertrail such as oracle verified stripe/plaid transaction ( related hackathon example [3] ). The fiat transaction proofs would be particularly effective anti sybil as the credit card processor includes another significant fee which an attacker could not recapture.
Off-chain signals could be graded via a special purpose group of validators executing the exact same off-chain anti sybil scoring algorithm to get the customer score on-chain.

This proposal only includes anti sybil evidence which does not negativly effect the customers pruchase experience.
