1.12 not working

I've just found this plugin and I have set it up on my 1.13 server and it works fine, but when I run it on my 1.12 server it doesn't work. it won't do /pl /rl /stop after I have the plugin installed. Not sure why it not working on 1.12??

I have recently just done this, and none of it works, no commands at all work after I install this plugin, I know this is a while ago, but if someone could get back to me that would be amazing.

Please remove the "Plugman" plugin and try again.
