Deps/Test: `serverless@^2`

Our unit tests use internals of Serverless to force packaging in-process so we can also use mock-fs.

Task:

• Update root devDep to serverless@2
• Refactor the tests (yarn test) to work again and ideally in a much less brittle manner that can still use mock-fs
