Improve README documentation for vanilla HTML/JS web component usage

1. show a basic usage summary on the repo's top-level README for vanilla
2. indicate that the runtime.js is used in the local dev environment, and can be adapted in your own vanilla JS project; but otherwise, you are responsible for implementing your own handler functions.
