Steps to reproduce the bug
- Set up a timer for e.g. 10 minutes
- Set it to produce a sound, and no vibration
- Lock the screen
- Nothing happens after 10 minutes until you unlock the phone, then it starts vibrating (but no sound)
Expected behavior
I'd expect the timer to start producing a sound / vibrating when it finishes regardless of the screen lock state.
Actual behavior
Nothing happens until you unlock the phone, then it starts vibrating.

Additional information
My suspicion is that there's something wrong with handling the timer when the phone is in vibrate mode.
I have my phone always on vibrate, and enabling vibration in the alarm settings does indeed make it vibrate with the screen off.
However, as an average user, I'd assume that the "sound" part of timer should behave just like alarms - ignore the call volume state of the phone.
