Upgrade to gradle 8 (#3316)

It took me a few tries, and I had to manually edit
`gradle-wrapper.properties` to have the new dependencies, but now
locally it seems to give the right result when I do `./gradlew
--version`

We seem to have run the same number of tests, and publishing locally
seems to work.

I validated, publishing locally, that, at the very least, the following
jars were unchanged (except meta-info):
- `fdb-record-layer-core-shaded-4.2.6.0-SNAPSHOT.jar`
-  `fdb-relational-core-4.2.6.0-SNAPSHOT.jar`
- `fdb-relational-jdbc-4.2.6.0-SNAPSHOT-driver.jar`
- `fdb-relational-server-4.2.6.0-SNAPSHOT-all.jar`
- `fdb-record-layer-core-4.2.6.0-SNAPSHOT-repl.jar`
- `fdb-relational-core-4.2.6.0-SNAPSHOT.jar`
