Index scrubbing: eliminate legacy mode (#3343)

Resolves: #3341 Legacy mode was preserved as a fallback in case of a bug in the new, Index Maintainer's scrubbing code. Such a bug was not found and - according to the plan - it is time to eliminate the deprecated API functions: * useLegacyScrubber * ignoreIndexTypeCheck
