[defect]: Segmentation Fault in request_proxy() Under High Load with Dynamic RadSEC Proxies and rlm_cache #5688

Crash or memory corruption (segv, abort, etc...)
How can the issue be reproduced?
FreeRADIUS crashes with segmentation fault at src/main/process.c:3993 in request_proxy() function when handling high-volume RadSEC proxy traffic with the cache-log-level module active.
Environment
FreeRADIUS Version: v3.2.9 (head at e070b80)
Operating System: Ubuntu 22
Load: ~500 TPS (transactions per second)
Configuration: Multiple dynamically configured RadSEC proxy servers with intentional 500ms delays

Steps to Reproduce
- Configure FreeRADIUS with:
Multiple RadSEC proxy servers with TLS enabled
rlm_cache_rbtree module as shown above (cache-log-level)
Dynamic log level updates via cache lookups
Configure backend RadSEC servers to introduce ~500ms processing delay
- Generate sustained load of ~500 TPS
- Observe crash within minutes/hours of operation
