[Bug]: Tooltip popup z-index inteferes with top/bottom bar #5476

Describe the bug
- Go to the Settings
- Click on a tooltip
- Scroll up and down in both desktop and mobile view
- See that tooltip message appear on top of the top/bottom bar

Expected Behavior
Tooltip message should not appear on top of the bottom/top bar.
