Add option to download hi-res LIDAR data

FM already allows users to download the outdoor map tiles (for credits). It would be beneficial to make it possible to download also HiRes LIDAR tiles (the "h" layer) of a selected area.

I think mbtiles format would be sufficient, as users could further convert (like in QGIS) such data to different desired formats, for example geoTIFF.
