Add support for multiple (semicolon separated) tag values

• add support to imposm3 (I asked on https://groups.google.com/g/imposm/c/Wxy7PM49KmA)
• analyse osm2psql if it supports it and migrate
• handle semicolon separated multiple values somehow directly in the style
