dl-mirror "Releases"

You two are the only watchers of the dl-mirror repo. There will be no more "commits" as i moved everything to Releases shortly.
On Github a repo has a limit of 1gb and "uploading" inconvenient. Also it wastes much local storage with the git history. And from time to time the repo locks up if it gets to big and the git history has to be reset.
The "Releases" contain currently ~3gb of data. Downloads of eg toolchains by github-actions should be with this even faster. Before that the ~1gb toolchains where only available on 1 of all mirrors, i dont know thy they dont synchronized it, maybe to much bandwith used by all the action runs
