[FEATURE] ARM64 Windows build

Description
Notepad++ is available as ARM64 Windows build. However the PlantUmlViewer plugin is not compatible with this Notepad++ version. Error during Notepad++ startup: Cannot load ARM64 plugin. PlantUmlViewer.dll is not compatible with the current version of Notepad++.

Solution
Provide a ARM64 Windows build of the plugin.

Hi @rvogt74 ,

the plugins infrastructure relies on Robert Gieseckes Unmanaged Export. Unfortunately its quite old and ARM is not supported.
Checking this discussion and checking some alternatives I don't see a straight forward way to create the needed interface is around yet.
Implementing a new solution will be something which takes some more time for sure.

Will leave this ticket open here to keep track of some upcoming solutions for it.
