Infra - E2E CI pipeline on the Hyperlane repository

The Hyperlane Infrastructure has E2E tests for each new VM they support, if we add FuelVM to this E2E test CI pipeline it would ensure that the FuelVM integration is not broken upon any infra or Fuel toolchain/sdk changes.
