v1.0.3: Expand Minecraft version compatibility to all 1.21.x versions

- Updated fabric.mod.json to support >=1.21 <1.22 instead of ~1.21.8
- This allows the mod to run on all 1.21.x versions (1.21.0 through 1.21.9+)
- Added clarifying comments in gradle.properties
- Bumped version to 1.0.3
