Add an FGA page to Admin UI

Description

• Add an FGA tab to the integration section, next to Kafka.
• Please have only text and a title.
• The title should be "Fine-grained Authorization"
• The tab title should be "FGA" ("Fine-grained Authorization" is too long and blows out the navbar)

The text of the message should be:

FusionAuth Fine-grained Authorization by Permify, allows you to model complex authorization scenarios. Create per-tenant schemas, load user and entity data into the system, and perform your RBAC, ReBAC or ABAC checks. 

With SDKs for many languages, you can easily integrate permissions checks into your application while centralizing your authorization logic.

• The message text can be static. It's okay if we need to do another release to change it.

There will be future work to make this a functional page.
