Refactor into daemon

Right now Stratum runs as a single privileged binary, we should make it run as a daemon instead, maybe using Unix sockets or D-Bus for RPC.

This allows users to run Stratum without escalating to root, but may require another way to authenticate themselves. Maybe simply just use groups?
