Use a credential template for slice credentials

Project credentials are minted via an XML template. This is a simpler and lighter-weight approach than using the sfa.trust classes to generate credentials. The template approach would also allow the slice credential to be extended to include additional information without code modification.

Switch the slice credentials over to a template instead of the programmatic generation of the credential.
