GSIsa.F90 needs updating when moving to newer MAPL #187

@rtodling I was testing the development branch of the GEOSadas repository with the MAPL develop branch for reasons that not pertinent to this issue. After building I hit a runtime error when running GSIsa.x that will require a small change to how the timers are started in the GSIsa.F90. So after moving to the newer MAPL version you will have to do, you will need to merge the changes to GSIsa.F90 in this branch:
