Add CODEOWNERS for non-cmake code

The CTM currently doesn't have a CODEOWNERS for anything but CMake files.

I guess the question is who should own those? @GEOS-ESM/ctm-gatekeepers is currently @mmanyin and @gmao-esherman. Should anyone else be added or removed?
