Stretched Grid offline ldas runs

During stretched grid runs, an issue arises in the history processing because GEOSldas does not recognize or account for stretched-grid properties during the HISTORY.rc handling. Restarts were not affected.

LDAS.rc needs these 3:

GEOSldas.STRETCH_FACTOR:
GEOSldas.TARGET_LON:
GEOSldas.TARGET_LAT:

NOTE: For GCM these were added to AGCM.rc

Note: In AGCM, these are detemplated if running stretch:

@CONUS AGCM.STRETCH_FACTOR: @STRETCH_FACTOR
@CONUS AGCM.TARGET_LAT: 39.5
@CONUS AGCM.TARGET_LON: -98.35

It's sort of "hardcoded" to a CONUS because, well, that's the only stretched grid we have right now.

It would be an error to provide these and not be running stretched grid, at least in the AGCM. I think?
