Automatically promote/highlight active sign-up list over inactive sign-up lists

When an activity has multiple sign-up lists and one (or more) have already passed the subscription deadline but there are still sign-up lists open, those open sign-up lists should be shown first to the user.

Why is this needed?

Currently, this requires manual intervention using the promoted attribute.
