Create STAC extension for RDLS

Create an extension to STAC to incorporate RDLS metadata.
Need to consider: one extension for RDLS, all data types within; or one extension per RDLS data type (data type = hazard, exposure, vulnerability, loss)

STAC extensions are made available here: https://github.com/stac-extensions

Initial check: create an item with the existing RDLS metadata objects and strings, and asset, which is what we call resource

Proposal - create a pilot extension with exposure, as the most simple of the data types.
Later extend with hazard, vuln, loss.

Also propose creating a catalogue / collection to link them all - equivalent to WB Data Catalog RDL Collection

Hi Stu, if still relevant could you develop this further?
Can the json be directly translated into STAC extension?
Currently can't see any STAC data in our collection, do you have some specific examples?

STAC extension proposal prepared and attached: this reviews the fields that match directly or have equivalents between STAC core specification and RDLS metadata. It includes an example STAC extension which incorporates the fields NOT included in STAC CORE - and example files needed to submit a proposed package to STAC, via GitHub (next steps described towards end of document).
The extension files and examples were generated using MS CoPilot -- requires careful team review and testing with examples of data already described using RDLS -- assigned to @stufraser1

I'd be happy to help with submitting! Briefly reviewing the STAC extension proposal document now and it looks good on first brush. Happy to give it a more thorough review down the line and make updates!

I think a good next step would be to create the repository using the STAC extension template:

Create the repository:

• Go to template repository, hit the green 'Use this template' button and choose 'Create a new repository'.
• Add a concise and clear description of the extension, it will be used as a description in the list above!
• Click 'Include all branches' for the CI to write correctly.
• Finish this by clicking the 'Create repository from template' button

Write your extension:

• In the repository 'Settings' go to 'Pages' and set the 'Source' to 'Deploy from a branch' and for the 'Branch' select 'gh-pages' and '/ (root)'

After the quoted steps above, I can take on the subsequent steps so long as I have write permissions on the repo.
