[CLEANING] Delete old repos

There are currently 17 repositories for RDL activities.

We only need:

• rdl-urbantracker
• rdl-jkan
• rdl-standard
• rdl-website-new
• rdl-datapipeline
• rdl-stac

The other 11 repos have now been archived - with exception of https://github.com/GFDRR/rdl-bucket on which I do not have control.
Most of them could be safely deleted.

@pzwsk since we are looking to migrate all repos from GFDRR into WB account, we should simply exclude those 11 old repos from migration.
