Document and review of ThinkHazard data changes

Before publishing changes to ThinkHazard on the tool, we need to complete the following:

• Document change made and the reasons supporting the change to each hazard - whether dataset or approach.
• Document impact of change in terms of hazard class distribution, capturing key hotspots of most change
• Get review of changes (need ot identify internal / external reviewers

Most hazard scores and change reviews are in place as summarised in #959. Before extending review, we need to implement new FL and DR scores.

• TH scores update: FLOODS #950 - There I will add individual countries for testing new scores, after that we need GOST to run the global analysis.
• TH scores update: WATER SCARCITY #961 - We need some agreement on how to proceed with this. The old dataset is overseeded. Either we move to latest aqeduct (2023), however it is no longer by RPs and it is already ADM-summary data; or we go with a different index.
