[reach] Use cookie to remember last settings

Hello,

I typically use ORS to compute isochrone maps for bike rides, and usually to see how far I can get within 5km from a location.

I suggest using a cookie to remember the last settings used (Bike, Reach, Distance Range + Interval).

PS: And possibly flip the numbers — www.openstreetmap.org uses LAT,LON while OSR expects LON,LAN by default
