I_USE_CLEAN_FS

An I_USE-flag opt for installing patch to keep the (primarily ~) directory
clean. For example, instead of ~/.bashrc, ~/.bash_profile, ~/.bash_logout
and ~/.bash_history, those files would be ~/.config/bash/bashrc,
~/.config/bash/profile, ~/.config/bash/logout and ~/.var/lib/bash/history.
