Question on consuming subaward APIs

My government org has a system account on the SAM.GOV. We have read permissions on some APIs. We would like to extract data from following two APIs using our system account's API key into our database. Is there a "read permission" to apply? or are these public APIs open to everyone who have system accounts? Please clarify.
