Date offers due shows default time zone as Pacific

Expected Behavior
Contract Opportunity Domain:
When user enters the value in Date offers due hour field, default time zone should show as an Eastern.

Assumption: A form field (Date offers due) need to have a default time zone as an Eastern.

Actual Behavior
When user enters the value in Date offers due hour field, default time zone should show as a Pacific.
