Remove tmpfs mounts and add LaunchParameters for container compatibility

Removed tmpfs mounts from slurmd that were breaking Munge authentication. Added LaunchParameters=enable_nss_slurm to help with UID/GID resolution in containers, which may help with slurmstepd launching in Slurm 23.11.
