A small set of bugs

1. Very significant frame rate drops when playing with friends (bowling, pool).

2.The police computer (car) rarely loads infinitely when opening certain tabs.

3. Very significant frame rate drops near Mikhail Faustin's house and the amusement park.

4. Traffic lights sometimes flicker (clearly visible at night).

5. Reflections from surfaces (often windows) are sometimes displayed incorrectly.

1st one sounds like FusionFix thing. Do you have this mod installed?

As it has setting to lower FPS during minigames, and that may feel quite a choppy experience if you have ton of fps during regular gameplay.

Of course it's installed. These FPS drops only occur in pool and bowling. For example, everything is fine in darts.
I only see this problem in Fusion Fix.

This is an Vanilla game issue repository.
About slowdowns, you could try FF setting file tweaking, I think there is an option to disable forcing 30fps during minigames.

But I would suggest write more detailed, what is your setup.
Because Very significant frame rate drops can be and sound as various things, like maybe your machine cannot handle game at all.

Okay. Thank you, my friend! I think I've described in detail where and when the FPS drops occur.
The mod developers will understand what I'm talking about. The errors are static and not random.
(I have a fairly powerful computer ;))
