Add ability to delete a file config

As the title suggests, we need to add the ability to delete a file config in the Juno Dashboard.

Requirements

• Add Juno route (if necessary) to delete a file config
• Add SDK method (if necessary) to delete a file config
• Add delete functionality to dashboard
