Normal Pipes: macerate 1 pipe -> 3 small dusts.
Large Pipes: macerate 1 pipe -> 3 full dusts.
Also, revert Core PR #1564.

Fix the duplication of wood planks/pulp properly for once.

I know I already talked about it (#23226), but I noticed that it's also an issue with small and normal pipes, and worse so.

Hmm good catch. Though your solution wouldn't work. We can do 3s->1p, 2n->3p & keep large 1l->6p to eliminate the dupe instead
