Your Expectation

The passive consumption should remain the same as it was before a server restart when the machine is off.

The Reality

After a server restart with the machine disabled, the passive consumption increases until it reaches the value it would have without any magnetic stabilization applied. So as an example: 270000 antimatter per hatch and the fluids magmatter, spatially enlarged fluid, shirabon, depleted Mk-VI has a passive consumption of -3.65e+11 eu/t but rises up to -2.84e14 Eu/t after server restart which is the passive consumption that is expected if no Magnetic Stabilization fluid is used.

Your Proposal

Make sure that passive power consumption is predictable and stable over server restarts by saving what Magnetic Stabilization fluid was last used.
