Iterative Compiling needs to work

Rubber currently does fresh compiles. It needs to be iterative like the IDE does.

@imdaveead can you take a look at doing this? For large projects, compile times can vary between 2 hours and 2 minutes between a fresh compile and an iterative (what I'm calling it) compile.
