Add VCF submission CLI

Add basic CLI (using click) that wraps the VCF submission HTTP endpoint

Insofar as this is something like

(CLI) -[HTTP request] -> (AnyVLM server)

Imo this should not live in the same source as AnyVLM writ large, although it could certainly live adjacent to it (like maybe it's in cli/src/anyvlm_cli/ next to src/anyvlm/)
