Better logical layout generation algorithm

Mostly better ergo/rotated keys support.

Have some ideas, tried prompting github copilot with the ideas but it's not really working out, probably requires a bit of manual effort.
Tried test oriented approach but LLM is writing code to work _around_ the tests.
