The close button should be hidden from Map Layer settings for Datasets

If the close icon is clicked, the panel closes but the page remains in the Map Layer Settings mode. The user can only click "Go Back to ..."

Either the close button returns to the Dataset (same as clicking "Go Back to..."), or it should be hidden
