ResourceHandlerInfo is not always correctly generated during the upgrade #12854
Description
Expected Behavior
ResourceHandlerInfo is successfully created via the file (coming from GN 43x)
Actual Behavior
Sometimes looks like that the migration does not create the resourcehandlerinfo (specially when we upgrade to 44x via asset) so the ResourceHandlerInfo is not created, therefore is not possible to update the metadata / style via the upload
Solutions
Adding a new migration that will align the ResourceHandlerInfo of all the resources via assets if the ResourceHandlerInfo does not exists
