Documentation: `Modem Availability` wrong ID value

Hi, it looks like Modem Availability has a wrong value in bytes 0-1 (0x0000), which is the same as Ignition.
I think, it should be 0x0000.
It would be also worth it to mention expected endianess of multi byte integers generally.
