Re-implement CLI #71
Description
Drush is looking to remove support for stand-alone applications. As such, we can't depend on versions after Drush 8 as a platform.
FWIW, I don't think we'll need to do this within the Aegir3 life-cycle. Let's see how AegirNG plays out, and see to what extent Valkyrie can/should fit into it.
