Split Winter snow and ice behavior into separate config options #583

Overview
Serene Seasons currently controls Winter snow placement and water freezing using a single configuration option. This couples two independent mechanics and prevents disabling ice without also disabling snow.
This request proposes separating these behaviors into distinct configuration options.
Why would this feature be useful?
- Allows water freezing to be disabled while preserving Winter snow visuals
- Prevents gameplay issues with farms, redstone, and water-based systems
- Improves configurability for servers and modpacks
- Keeps water buckets functional for movement and building during Winter, rather than having them constantly turn into solid ice blocks
