Button Swap on non-Asia region consoles

I want to set O to confirm and X to cancel in an american console.
I installed the button swap plugin, but it doesn't seem to do anything. I can't find any option to swap the buttons.

Does it simply set X to confirm only in asia consoles?

I just noticed it already swapped the buttons in game, but is there a way to swap them in the system menu as well?

I was trying to do this as well. Do we need to make a separate plugin or just rework the existing to detect the different region ps4s?
