[BUG] Very low use counter data is not shown on chart

**Describe the bug**
The use counter data for customizable select is very low (at around 0.01%), but it does exist in UMA. On the chart of the detail page though it looks like there is now use counter available: https://webstatus.dev/features/customizable-select?q=customizable+select

**Expected behavior**
The y axis should adjust to show the data available
