Support emulation in OOPiF

Currently, emulations are not apply to OOPiF and are reset when an iFrame is moved out of process. Applies for geolocation, screen orientation and locale emulations.

From the spec perspective there is no such a thing as OOPiF, and we don't test it in WPT. However we can be change that and start testing OOPiF.

Well, for a couple of commands we already have test cases for cross-origin iframes. Aren't those always running in a new process in Chrome?

Cross-origin iFrames are always in a new process, correct.
