Migrate away from the release-please app

The "release-please" GitHub app is scheduled for turndown August 14, 2025. We recommend switching to an alternative method of running release-please: https://github.com/googleapis/release-please?tab=readme-ov-file#setting-up-release-please

Let's create a job in the same way it was done for puppeteer. You would need to invite the browser automation bot to be a maintainer for the repository.
