chore: release v0.38.0 (#831)

* chore: bump version to 0.38.0

* fix: correct pyproject.toml structure in enhance agent directory test

- Use [tool.agent-starter-pack] instead of [tool.agent-starter-pack.settings]
- Add complete metadata (base_template, create_params)
- Add --force flag to bypass smart-merge and ensure file generation

The test was failing because it created an inconsistent state with ASP
metadata but no generated files. Smart-merge would compare identical
templates and skip generation.
